Transforming Refugee Inclusion in Education– Policy Dialogue Report
Brussels, 21–22 May 2025
Over two days, researchers, civil society organisations, and advocacy actors came together to reimagine refugee inclusion in education as a dynamic, rights-based process, especially at the intersections of disability, early childhood, and non-formal learning.

Key takeaways:
-
Inclusion starts with recognition: holistic, whole-system approaches are needed, especially for refugee learners with disabilities and young children.
-
Data matters: the lack of disaggregated data is itself a form of exclusion.
-
Non-formal learning is central and must be valued by education systems.
-
Families and educators are agents of change, co-constructing inclusive practices.
-
Policy must follow grassroots innovation, supporting rather than erasing local knowledge.
Sessions explored themes from disability and displacement to early childhood education, and concluded with a collective vision for more resilient and democratic education systems in Europe.
The event was supported by the University of Nottingham’s Research England Policy Support Fund and confirmed the commitment of HERE and SIRIUS to fostering dialogue, amplifying the voices of learners and practitioners, and promoting truly inclusive education across Europe.
